A statutory resolution seeking Parliament’s approval to extend President’s Rule in Manipur has been formally submitted in the Rajya Sabha and admitted by the Chair. The Central government has initiated the process for a six-month extension starting August 13, 2025, as the northeastern state continues to face ongoing unrest.
Union Home Minister Amit Shah, who also holds the Cooperation portfolio, has issued the notice for the resolution, which is expected to be taken up for discussion next week once time is allocated by the Business Advisory Committee. The Rajya Sabha Secretariat confirmed the admission of the resolution, which reads: “That this House approves the continuance in force of the Proclamation dated the 13 February, 2025 in respect of Manipur, issued under article 356 of the Constitution by the President, for a further period of six months with effect from 13 August, 2025.”
President’s Rule was imposed in Manipur on February 13, 2025, following the resignation of former Chief Minister N Biren Singh. Since then, the state has remained without an elected government, with the administration being run directly by the Centre through the Governor.
Despite the BJP’s repeated attempts to stitch together a new government in the state, the political deadlock has continued. Meitei and Naga legislators have reportedly led a month-long campaign pushing for the reinstallation of an elected government, but a breakthrough has so far remained elusive.
Manipur has been reeling under ethnic violence since May 2023, when clashes broke out between the Meitei and Kuki-Zo communities. The prolonged unrest has claimed the lives of at least 260 people and displaced thousands, many of whom continue to live in relief camps under difficult conditions.
With no signs of a sustainable political consensus or resolution to the ethnic crisis, the Centre has now deemed it necessary to extend President’s Rule to maintain administrative continuity and security oversight in the sensitive region.
The resolution, once passed by both Houses of Parliament, will ensure that the President’s Rule remains in force until February 13, 2026, unless revoked earlier upon the formation of a stable government.
